Language requirements are set by each university, per programme, per intake. There is no single national rule in Finland, and there is no programme that never checks your English at all — some accept a school-leaving certificate taught in English, some run their own test, some want IELTS or PTE. Anyone who advertises "no IELTS, guaranteed" across every Finnish university has not checked.
